Bulbul Shah was a 14th-century Sufi saint from Turkestan and a prominent figure of the Suhrawardi order. He is credited with introducing Islam to Kashmir by converting the then Buddhist king, Rinchan Shah, who adopted the name Sadruddin Shah upon embracing Islam . Bulbul Shah's teachings emphasized spiritual devotion, simplicity, and communal harmony, laying the foundation for Kashmir's rich Sufi traditions.

The shrine was originally established as a khanqah (Sufi lodge) and a langar (community kitchen) around 1324 CE, serving as a center for spiritual learning and communal service . Today, it continues to be a site of spiritual significance, attracting devotees, scholars, and tourists interested in the region's Sufi heritage.
