Harwan is renowned as the site of the Fourth Buddhist Council, convened in the 1st or 2nd century CE under the patronage of Kushan Emperor Kanishka I. The site features a large apsidal (semi-circular) temple constructed in the distinctive diaper pebble masonry style, characterized by carefully arranged pebbles set in geometric patterns.
